installed new motor and ran into an issue

I have a 99 volvo penta 4.3 gl and recently installed new motor. I repaced the gimbal bearing and as of this morning put the sx outdrive back on. got everything almost put back together and starting putting the throtle cable back and cannot figure out how to get the throtle cable and shift cable to work right. When i put the throttle cable on i cant get it to go in reverse or if put it in reverse and put the cable on it wont go forward. What am i doing wrong or missing? Also i will have to rewire my starter and was wondering if there was a simple diagram showing where all the wires will need to go?

Did you disconnect the cables from the controller or just the carburetor and drive?
