Installing plugs in new risers

I am in the process of installing some new risers. I took the 4 plugs out of the old riser along with what looks like a valve. The old plugs look like they were installed with teflon tape and maybe a red thread locker. Should I use a thread locker/tape when installing the plugs? Any idea on the correct torque?

Ayuh,.... Pipe dope is better than pipe tape, but use whichever ya like,...

Good, 'n Snug is all they need,...
