Instrument panel identification

Hey guys,
On the left hand side of my instrument panel I have two toggel switches, one say's BLOW and the other NAV. I know the one that says BLOW is for the Blower but have know clue as to what NAV is or does. I thought at first that it stood for Navigation, but there isn't a navigation system on this boat. It's an 86 Invader. Anyway, does anyone know what this toggel switch does?

NAVigation LIGHTS, or should be. Red/Green bow light & stern light on a pole :)

Is the switch circuit connected, battery charged? Bulbs check as good? Many switches are lit when the ignition key is live, makes them easier to see at night. If its supposed to be a lit switch, and it isn't, switch or wiring may have gone bad.....
