Insufficient Power Output 85ish Force15

**Just can't figure this one out...***

A little over a year ago I borrowed my neighbors Force15 (he doesnt use it since he has BIG Boats) to try on my 12ft Jon boat.

The motor had been sitting for some time and I had to first get the carb ungummed and cleaned out before using. Once this was accomplished, we (my wife, myself and Trooper [our Dog]) took the boat out; and this motor RAN STRONG and FAST!!!

Turns out my neighbor decides to move and his dad sells it to me BUT when I try it, it still starts and runs easy but only at ABOUT HALF POWER. Still runs smooth but won't SPin UP. Before i had to be very careful with the trottle, had more than I could use. Now, I just can't get the power that we need and nothing (load wise) has changed at all; just; the motor power.

Any suggestions??? Feels like the motor is "governed" somehow???

Pull the plug wires one at a time and note the reaction.
You may have one cylinder that is not fireing.
You could also pull the plugs and give them a look.

Carb still seems fine. Runs smooth, starts easy! When testing motor in a barrel, engine seems fast and responsive. With a full load test however, engine just won't "blast off" and utilize complete power band like before. ???
