Intake Question 90 hp

I have 1975 Chrysler 907HB 90 hp and I have a fuel line that is attached to a nipple below to bottom carb on the intake manifold, is that for vacuum and what does the other side attach to

The other side of that hose should hook to recirculation fitting on the side of the motor. There should be a fitting on the fuel pump side about middle of powerhead near the bottom.

that on goes to the top of the manifold

And it has no vacuume to it when I place my finger over the hose it does not suck.
