Interlock blocks me from Starting my 88 Force 125

It appears the interlock lever arm prevents me from applying the throttle in neutral. Is this normal? I want to "give it a little gas" to get it started, but can't. Throttle control works fine when in gear.

Look for some kind of a button on your throttle control box(in the boat). If it's there, pull it out and advance throttle. You should be able to get to high speed idle.

I've pulled out the throttle control arm (in neutral) and that's when it doesn't allow me to advance the throttle (the tower shaft arm hits the interlock lever arm). When I am in gear (forward or reverse) the towershaft arm moves over or under the interlock lever arm, allowing me to accelerate.
