Intermittent no spark when starting

I have a 95 Volvo penta 3.0 I have a no spark issue when starting. I crank the engine in 1 to 2 second busrts. It eventually will start and once started it runs great.turn it off and try to restart same issue. I have replaced coil pickup coil distributor cap rotor ignition module ignition switch. Temporarily bypassed neutral saftey switch. What am I missing?

check for voltage at the coil +

it is never the coil.

Have 12 volts to coil. Have jumped it directly to battery also. No change.

What do you do with the throttle during your starting procedure? Also, you can crank it up to 10 seconds before you get into starter abuse territory.

Advance thottle twice. Gas primed in carb. Not gas issue. Timing light on plug wire. When it lights engine will fire. No light no fire
