Intermittent power trim

I have a 2000 4.3 with a quicksilver 3000. When I launch on startup the power trim will not tilt down. It will whine slightly but not tilt. After a few tries it finally starts working and I have no problems with it. It only acts up on cold startup. Need advice. Thanks!

Probably stuck valves in the pump from being pressureized while up.
In the future, when you put the drive up all the way and hear the pump motor start lugging, hit the down button for a quick second to relieve the over pressure, and you shouldn't have that problem anymore.
