Intermittent Spark on 68 55HP Johnson

Trying to return this engine to form, and after replacing the plug wires (which leaked current badly by arcing to the block), I still do not get # 3 cyl to fire consistently. The points are in good shape, I set the gap to 0.010 inch, cleaned the rotor and cap.

When I fired it up to adjust the low speed idle screws, I noticed adjusting the #3 carb had very little impact on idle. Pulled the plug wire on 3 while it ran and noticed very little difference (did not fall flat). I put a spark tester on it and it produces a nice spark with the tester set at "10" (close to 1/4 inch gap). However, the spark is intermittent, not steady like #1 and #2.

What could cause #3 to behave that way? Cap and rotor looks very clean, as does the rest of the engine. Used new OMC wires from BRP. This was my father in laws engine since new and has always been inside and well taken care of.

Could the coil be the culprit?
