Intermittent Starting Problem - '98 4.3 LH

I have an intermittent starting problem. Sometimes the engine cranks, and sometimes I just get a click from the slave solenoid. But it seems to be repeatable. The sequence goes: 1st turn of the key, engine cranks. Second turn, the slave solenoid clicks. On about the 5th or 6th try, the slave solenoid stops clicking, too. I can start the sequence over by disconnecting the negative battery, and letting everything sit for a while.

Here's what I've done. I replaced the battery, because it was old. I followed the 'starting troubleshooting guide' on this forum using the 'solenoid clicks' section. The slave solenoid was giving inconsistent readings, so I replaced it. (Cheap and easy.) I checked the ground for the solenoid, and it is good. The small yellow wire goes to 12 volts when I turn the key. The large purple wire is always hot. The yellow wire is hot when I turn the key (if it clicks).

So, symptoms didn't change after replacing both the battery and slave solenoid.

Is it a bad starter? Is it ok to check the starter in place? If so, could I have clarification on how to do that?

you can try jumping the primary yel/red terminal on the starter solenoid, if the starter cranks multiple times your issue is likely before that

double check that all connections are clean and tight

Do you have a link for a procedure to jump the starter at the starter solenoid while it's in the boat? Sounds kinda dangerous. Is it just a jumper from the big red wire lug to the lug with the small yellow wire? How do I keep from getting a shock?

I restarted checking from the beginning. I disconnected the small hot wire from the slave solenoid, and put a volt meter on it. I get 12 volts when I turn the key to start alright, but I also have 1.5 volts with the key out, and I don't get infinite resistance. I'm guessing it's a separate issue.
