Intermittent trim/tilt issues Johnson 70hp -89

I have a 1989 70hp johnson VRO with intermittent trim/tilt issues. It sometimes stops working, but the next day it works just fine. Or it starts working after I've trailed the boat home which takes about 10 minutes.
I have performed a relay ohmmeter test on both relays. Test results are good. I have also connected a 12v battery directly to the trim/tilt motor and it works fine both ways.
Something I've noticed is that there is some brownish gunk (like a gel) gathered on the relay connectors.Probably caused by the heat from the engine. I usually clean them off. I'm suspecting bad wires and or connections.
Is somebody familiar with this problem? or have any suggestion where I should be looking next.
Help is much appreciated.

relay contacts could be dirty or tilt rim switch contacts could also be dirty

tilt motor may be intermittent

control wires could be broken … turn the engine either way while pushing the tilt button to see if the tilt comes alive

if it does look for broken wire in the harness

Checking relays for continuity wont do much if the problem is intermittent. Mine have the brown crap on them too, I assumed it was dielectric grease.
