Invalid hin

I live in the state of Wisconsin have a friend who bought a boat that was salvaged from someone without a title when he went to register it the dnr said he could not because the HIN was in invalid. How does an HIN become invalid?

Typo, deception by prior owner....

If it was in fact salvaged, the DNR/DMV may have stricken the title # and hin from their logs.

Ask the folks at the DNR. The offices that I had the best luck with are Green Bay, Oshkosh, and Waukesha
