Is Boat Insurance in MA Mandatory?

If we were to purchase a boat in MA and register it in MA but ship it and keep it overseas and drive it there, are we still required to purchase an insurance policy?

I know that for a 20-25ft boat registration is about $60/year. Are there any additional registration / admin coasts in the US for this boat (it does not make sense to buy a policy in the US if the boat will reside and be driven in different countries waters).

What about inspections, does the boat need annual inspections? We would be shipping it one way and not back every year.

Ayuh,... I'd be more worried about the Local jurisdictions at where the boat will live....
Will they recognize the Ma. registration,..??
If you export it From Ma. at the time of purchase, you shouldn't even have to pay Sales Tax....

It will be like any other foreign boat in Croatia (which there are plenty off). Only a person with a foreign passport can drive it and I cannot sell it without paying the import tax. I have to drive it down the coast (about 100miles) to Montenegro and then back in every 2nd summer.

That's about it.
