is it over heating or not

I have a evinrude115 on the back of a larson senza. It runs good but Ill be out on the water at full throttle (5250) and all of a sudden it shuts down to 2500. Ill slow down for a few minutes and if im lucky it snaps out of it. When problem happens motor feels like its bogging down . Some one said its overheating but it feels cool to warm to touch thanks for any help
