Im a newbie at this outboard engine thing, but considering this is supposed to be cork and it looks more like a piece of raspberrry flavored hard candy :eek: Im thinking this is no good.

Yeah, that's how a 50+ year old float looks. They're coated with shellac - thus the color. If it still floats and is not chipping and flaking, you could probably use it, but I'd just go ahead and replace it. They're not that expensive. Johnnyrude dealer should have them.
