Looks right to me. The 3rd picture is diff. Maybe you are water logged? 27 is probably close depending on how much you are loaded.

i have a similar boat i had to replace the transom, stringers, foam, and floor. my motor seems to be at the same height, i have been asking the same question curious as mine is 18' and im in the mid 30s with 85 horses, maybe you have wet foam, i did

No. Looks ok to me too. Could be higher by roughly an inch, but certainly not too low.

+1 on the height. Certainly nothing seriously out of whack. Here's mine.

Couple other questions:

Is this a new condition or has it been this way for awhile?

I love that motor but wonder, are you getting all the ponies out of her. Also maybe the prop might be a place to investigate? What's your WOT rpm and is it within spec?

That does look like a solidly built boat. If it is waterlogged that is going to add lots of weight.

FWIW, my 90 hp on a (relatively light) 17 footer is good for about 40 mph solo with a near full tank.

about 27 on speedo, my tach quit working, this is wide open throttle. i do think my engine can turn more rpms by the sound of it. but my throttle is all the way forward without any more travel.
