Is the impeller in wrong?

1974 40 hp Norseman Serial # 40454S... Still having issues with the cooling system, I dropped the lower unit and the impeller was in great shape. Put it back in the same way it came out? Could the guy before me put it wrong? When looking at it in the housing the fins go clockwise. Is this correct?

Yea that looks right to me. If it were in the middle it would just splash the water around and not send it anywhere. It having a low spot creates a back pressure to send it up to the power head. MAKE SURE YOU PUT THE KEY IN. you will overheat in no time.

As far as the blades in right or wrong - don't worry about it. They self-right almost immediately after you start the motor the first time. If they don't, then the impeller is old and needed to be replaced anyway...
