is there something wrong with my 3.0lx

I have a 92 thompson with a 3.0lx in it. I have a 17p prop on it and when I take off with 4 people in it the boat struggles to get out of the water and on a plane. However the motor runs smooth. Could there be something wrong that is causing me to loose power or do I just need a different prop?

Oh and I also reasently put new spark plugs and wires in it so I know that's not the problem
