Is this a rough idle or considered surging?

I installed a PCv valve that had apparently been missing on the left side of the engine, apparently the previous owner just had a plastic elbo join in there, well I bought a new PCv valv and ran this engine for an hour and I might take it on the lake later today to see if under load if to much pressure builds up and blows the oil cap off again and see if I lose power like it's been doing.... I'll post my other video of where it's been running for an hour and whatnot

The 5.7GSI also had more letters after the GSI You have them.
A Year will help too.
They made a bunch of changes and having all the letters will help.

From the research(from the letters you gave) I did you don't have a PVC in your motor.
Just an elbow.

I know older model Volvo carbed engines did just have elbows with no valve guts in them, by design.

Is this how it ran before you did the work? Sounds like a vacuum leak. I would look at all the fittings and hoses you worked with when redoing the PCV plumbing.

I GAVE UP haha ended up taking it to a mechanic and got a brand new crate motor installed, because the old one was just shot, as well as the block had a crack in it, well while getting the new motor we had to end up getting a new starter, and fixing a fitting that cracked off where oil was leaking. Well they finallly got the new engine in the boat and i was able to pick it up today, first thing i went to the dock and took it off the trailer and sat at the dock and i noticed i very slowly was starting to get water.......coming from the back.... WHEN IT RAINSI T POORS..... i took it back to the mechanic and im hoping its not the transom, he knocked around the outside of the transom and he said it sounds solid.... but it doesnt make sense for it to never have leaked before and then i take it to the mechanic get a new engine and now it leaks...... so im hoping that maybe theres a seal on the transoms they didnt install properly, the mechanic said hed look at it and tell me what it is, were hoping its something simple and not the transom =/
