Is this a water drain plug?

If it is, If I take the lower unit off and store it in the basement can I drain this plug and winterize my boat? Tkanks

Yes, that is the engine block drain.

You can pull that plug and drain the block, but that is not winterizing the engine, it's just draining the block.

Just to be clear, Lower unit in basement, block and exhaust manifold drained and boat is winterized.

OK I see. I need to also change the oil fog the motor etc. However if I take the above steps will this prevent any water/freeze damage to motor?

Yes. Just make sure the hole is open, use a wire or something to clean it out.

Thanks Don. I blew some air through the thermostat housing and it blew all that water and trash out the drain plug.
