Is this much fuel behind the pump diaphragm normal? [pics]

In trying to help diagnose why my 84 90hp cyl is sputtering/misfiring I popped off the fuel pump to take a look. There is a little bit of fuel pooled behind the fuel pump diaphragm. Behind the upper hole you can see in the pic there is a bit of fuel that was sitting there. The upper section of the pump diaphragm/gasket is also wet with fuel in that area. The lower hole only has a drop or so of fuel sitting there. Is this normal for there to be a little fuel in this area...?

Shouldn't be any fuel behind the diaphragm.Hold the diaphragm up to a bright light then stretch it to see if it has any holes in it.Mine had very tiny holes where it flexed and gas was being pulled through it directly into the base,by-passing the carb.This caused it to run rough and foul the plugs

So I looked as best I could for holes and didn't see anything. I then went and dried off the area behind the diaphragm, ran it a bit, and pulled it off again and it was dry back there. Man I was hoping that would have solved my run problem.:(
