Issue with drain hole on a 1976 Starcraft Holiday

I recently boat a old 1976 Starcraft Holiday 18 foot aluminium boat. I will be doing some small repairs to it but I won't be attempting anything crazy. I used it once last year after buying it from some guy. I did run but the older engine which is a 1975 70 HP Evinrude outboard. The issue I am having and looking for advice on is the transom. When I bought it the drain hole had a plastic insert tube that must have been glued in and didn't look that sturdy. He had a plug that fit but it looked warn and old. So I bought a new 3/4 inch plug but it wouldn't fit in the hole. I didn't realize at the time there are 5/8 inch plugs that probably would have fit. I decided just to remove the plastic tube. At that point the hole was larger. I had a twist tight 1" plug but even at it's largest it is still to loose. I bought a 1 1/4" plug but that is too large. I wrapped electrical tape around the 1" plug and it is now snug and should be fine for the moment but I am looking for a suggested fix as the hole in the transom isn't flush on the back and looks more like a small volcano. The link below I found after I bought the boat on ebay. You can see the hole in one of the pics with the plastic tube. I will post other close up pics of the hole with the tube removed.

The hole has a raised edge not sure how to proceed.

Thanks that's what I started to figure out I will need that and the flaring tool I just ordered with sealant. For some reason that plastic tube wasn't the standard size it seems unless 5/8 inch is standard. It doesn't seem as if the plastic should be used below the water line either.
