After rebuilding half of this engine(84 70hp seahorse),found yesterday that the timer base is sticking or not moving freely!! when u throttle down or move the throttle lever ,the timing base does not move with it ...thats why my engine has been cutting out when u put her in foward under a load...or reverse.... My question to u guys is ......Can i clean the base or get it to move like it should ,without taking the flywheel off... I will be ordering the tool 378103 to take the flywheel off,but........................IM IMPATIENT!!!!!!!!!!!!!!!!!!!!!!!!!!!!:eek:

To do it properly you will have to remove the flywheel.
You can use a harmonic balancer puller to remove it.

The flywheel and stator will have to be removed to get at it to do it properly.

It is possible that the plastic ring it rides on is worn out or split in two.I had that happen to me before and
you will have to remove the flywheel

It's also possible somebody lubed it incorrectly and the grease has hardened and got sticky.

Got it to loosen up now !! The clamps seemed to be to tight! I have got to one without taking the flywheel off. The one on the right side of the engine.. It has 3 that I can see. Now I have another issue,lol... The engine now goes in foward and reverse without cutting out, but idles high when its put in nuetral. Like 2,000 rpm, and when u look to c how far its off on the idle screw.. Like 8mm almost nothing,u give it a nudge with ur finger ,its fine back to normal idle... I think i know what it is , I have 3 bushings (plastic) in the side lever ..I have replaced the small one large one ....Its the med one that WILL NOT GO IN! That med bushing makes the side lever tight .. Have gone threw 2 already trying to get the bushing in .. ANY IDEAS I GIVE UP....
