Jack plate question

Can a jack plate be used to lower a motor?

I have re-engineered my boat to take an outboard (from a stringer I/O) and am very happy with the results except that I ventilate and would like to move my prop down maybe one inch.

To add to this, I also have a jet leg I am refurbing and will be using in the Fraser river during salmon season. So I will need to raise my motor for using this.

So I'm thinking a jack plate is needed. One that has maybe 6 inches of travel, and about 6 inches of setback. The setback may be enough to eliminate the need to drop the prop, but I won't know until I try it.

As I plan on swapping the prop for the jet about once a year, I don't need the fancy hydraulic one, but I do need it adjustable.

Thinking either the CMC #65012 ML-65 or a TH Marine #JP-1.

So can these be set up to lower the engine a little? Or are they just going to move it away from the boat and allow it to come up?
