Jet boat over heats ( exhaust blocked )

The marina says that exhaust system is somehow blocked so when the rpms are up it overheats and is not letting water through and if you disconnect the water the exhaust will then blow through. Any thoughts?

need to know more about the boat. if this is a V8 powered jet boat, rotax powered jet boat, small OB power head driving a jet conversion.

however if you have a water flow blockage, many times, the exhaust system needs to be pulled appart, cleaned, inspected, and in many cases replaced.

no water flow = no cooling
