Johnson 115 1995 short hiss then die

Hi, just got this thing running for the season with a few problems along the way. I replaced the regulator/ rectifier due to a tach problem and batteries not charging right, which wen fine, and the tach works great. I also had to replace the balancing tube drain hose (whatever the hell that does as it was almost snapped in half. after that it starts fine and idles ok but has one little problem.

It will make a quick noticeably loud hiss then either die or come close and run rough for a second. if it doesn't die it idles fine until it does it again. Any ideas what this could be? sounds like one cylinder is running rough or something.

the one other thing is that right near where I replaced that hose there was a lot of leaked oil, enough to drip out of the housing. Is that just from the broken hose, or do I have another problem? I don't really know what went through that hose, so I want to make sure it is not an issue.
