Johnson 115 starting problem

Everything on the engine side of the electrical system seems good, i've cleaned, tightened, and checked every connection. However, the warning horn does not sound off when i put the ignition switch in the "on" position, and the tach. does not work with the engine running. The horn seems to have power, but i dont know if i can check if it is working correctly. The motor has had the VRO removed, so it is only hooked up to overheat sensors and the usual sound when i start up the motor. i was told by an outboard mech. that it could be the rectifier or voltage regulator. I read 6.5 volts on the output side of the voltage regulator, is this normal? and to make matters worse, the motor doesnt always start, even hot wiring it directly from the battery. but i assume that when i figure out the tach and horn problem it will solve the problem of not firing every time i crank it. i have checked every connection my schematic tells me in Clymer. Help!!!

hi,<br /> hope i can help u alittle. i had the same problem my boat was not start with out starter fluid. after a while coming on here i discovered my prob. pump up the gas bulb and then while in the boat turn the key to the on postion not cranking just the on pstion and push the key in and hold for 8 seconds. thats the chokeand after that she fired right up. hope this helps u and if i already know about the choke sorry to waste ur time.

The problem i'm having isnt a fuel problem, my concern is 1--why isnt the horn sounding when i turn the key on, and 2--the tach doesnt work. are these related to a voltage regulator or a rectifier going bad. i only read 6.5 volts on the output side of the voltage regulator.
