So I got a fourteen foot boat, with trailer, and one of these attached, for $100. Hoarders' estate sales are marvelous things. My view was that I got a trailer which happens to have a free boat with it.

The motor seems to be in excellent condition mechanically. But it won't start.

Starter will spin the flywheel etc - but it's not consistent about how well it does so - sometimes you get a lot of good turns, sometimes you get one, sometimes you get none.
Prop turns (it's clearly not in neutral, but a bit of reading suggests that it should still start if I have it in neutral, and it will just clunk out of gear if it cranks a few times).
No gas is passing through the fuel pump - one side is wet, the other side dry as a bone.
There also has clearly been a rather nasty short by the battery in times past - it's not consistent, but it does it. Did it once (and only once) when attempting to start it. Watching smoke rise from a battery terminal is an interesting experience.
Also, the idle intake ports (for lack of a better term) had plastic plugs in them, which a bit of looking at Youtube videos of running motors suggests is not how that's supposed to be. Took them out, nothing changed.

I have minimal to no engine experience, and zero marine engine experience. I've done some reading, enough to make me suspect I am in over my head. My impression is that the fuel pump is likely not working properly, and that there's some other independent electrical problem that will need to be fixed once the fuel pump is. But any guidance anyone could offer would be very welcome.

Also, I have looked and looked but am having great difficulty finding the manual, and the top secret file links no longer go where they say they do.

Charge the battery, then load test the battery.----When motor is NOT RUNNING it will be in forward gear.----There are no " idle air " intake ports.--Those plastic plugs belong in there.-----Read some more books.----If you are going the launch the boat install a new water pump impeller.----Test the overheat warning horn too.
