Johnson 1983 150 stays running

Hello, I have a 1983 johnson 150 when on the muffs will start and purr like a kitten but when I go to shut it off
It stays running even if I pull the safety cord it still runs.i have to keep turning the key on off till it dies.now for the kicker
When it's in the water everything works fine can this be a grounding problem????

That motor got two powerpacks?
if so its probably just killing one of them so in the water itl die but on muffs she will keep running due to no back pressure

Agree. I had the same problem on my 83 engine with a used ebay pack. The pack would not respond to the kill wire. When turned to off, that pack kept 3 cylinders firing. Replaced the pack and everything went back to normal.
