Johnson 200 Lower Unit removal

I have a 1990 Johnson 200 that I am trying to change the water pump on. I have removed the 4 obvious bolts (then put them back in just a few turns), the trim tab and the bolt under it, and the bolt on the anode (just in case, wasn't sure if that went through). I have disconnected the shift rod. The lower unit won't budge. Not a millimeter. I've tried using a rubber mallet to work it loose, but it just won't go anywhere. Any thoughts, tips, tricks are appreciated.

Never mind, went back outside to take another crack at it and found another bolt that wasn't in any diagrams I've seen so far. All is well. Nothing to see here. Move on.

I'm doing the same thing on a 1985 Johnson 115 that is exactly the same. " is the 2nd bolt forward of the trim tab" also the one needing to be removed?
