Johnson 225 kill circuit

I have a Johnson 225hp 1993 runs great but will not turn off with the ingnion switch or kill landard, I think it is a ground wire problem but do not know how to trace the problem down

Ground the 2 black/yellow stripe wires at power pack, if the engine will not stop pack is bad.

I also have a 1988 Evinrude 200 HP but my engine will not start. I pull the black and yellow wires and the engine will run great but will not stop. How do I trouble shoot this problem?????
