Johnson 30 HP Shift Problem

I have a 1990 Johnson 30 Hp tiller (sn J30RESB) converted to a long shaft. I am experiencing a problem when shifting from forward to neutral. It appears that the driving gear does not fully disengage from the driven gear, i.e. prop continues to turn even though shift is in neutral position. This is not the case when shifting from reverse into neutral. However when shifting from forward to neutral to reverse to neutral this does not happen. My O.M.C. manual is not very clear on what to do. Could this be an adjustment?

Check to see if the neutral safety switch is adjusted correctly and is not binding on the cam that actuates it. I would than pull the water intake screens and check the shift rod connector. It may be loose. After that, the next thing I would go to would be the clutch dog, maybe a burr developed on the shaft and it is not sliding properly.
