Johnson 30 Outboard Runs like a 9.9 - Help

Ok.

I'm usually a Mercruiser guy, and trying to help my buddy and his fishing boat that we use together.

Past two times we went out fishing we took his Lowe 16 ft fishing boat that has a Johnson J30ELEDE.

After we choke it alittle it starts right up and runs. If we pull out the shift to not engage the prop (rev the engine) the RPMs shoot up and it runs and sounds like a complete champ. Everything seems totally fine.
When we hit the controls and engage the prop, it runs very slow and doesn't have the same engine power as other wise.

We had it looked at a year ago and he said perfect compression and testing, sounded great to him. I'm no sure he did what we just did, but what could this be?

Again, its only when we engage the prop. I think it may even run alittle better in reverse as well.

Any ideas or help is appreciated.

Sounds like its running on one cylinder. Do a spark test.

Ok I will get a spark tester and have a look.

The thing that I think is odd is that if I pop the control out it running strong and hard.
But if I engage the prop it runs like crap?

Every so often it kick a second of faster while we are gong....
