johnson 40 hp carb problem

I have a 1986 40 hp johnson i have rebuilt both carbs starts great,, runs good till full throttle .Witout the aid of choke primer pushed in the engine will not go to max rpm. Can anyone help ?? Thanks

check your fuel pump pressure.if vro 3PSI .REG FUELpump 1.5psi.

sound to me you did not remove and clean the high speed jets. thus fuel starvation, at high speeds, hitting the primer adds that extra fuel. if the fuel pump were failing the hitting the primer would not have enough pressure to inject the fuel.
