Johnson 4w69b no forward movement

I'm new to outboard motors and acquired a Johnson 4hp 4w69b. I cleaned the carb and got it running, however, when I start the motor and try to move forward, no matter how fast the motor is going, the boat does not move. I lifted the motor up briefly to see if the prop was turning and it looks like it. When I increase the RPM, it just seems to give me a lot of bubbles surfacing from the prop. I do not see a forward/neutral/reverse lever anywhere that I read about on other motors. I removed the prop and the RING, Clutch pt# 0310331 is in great shape. Hopefully it is something so simple and easy to fix or adjust. Again, I'm bran new to this so please be kind.

Does the prop have a shear pin?

Shear pin OK ???-----Remove lower unit ( 4 screws )and inspect splines at top of driveshaft.-----Some folks just are not aware of greasing the splines .-----Or replacing the o-ring to keep water out.----Many suffered from rusted out crankshaft splines.

OK, I will take a look and report back. To answer the other question, the prop is held on with a nut and a cotter pin. I do not see any shear pin.

I took off the Gearcase & Exhaust cover assembly 0382792 and the spline at the top of the Drive Shaft 0310352 looks fine. I hand turned the drive shaft and the HUB,Propeller clutch 0379466 turned, however when I turn the shaft and hold the clutch, it does not turn while the shaft is turning. So in other words, when I turn the shaft with a little tension on the clutch, there is slippage. Is there a direct 90 deg gear or is there a hydraulic type of linkage between the vertical and horizontal rotation?

Yes! That is it! I did not know the hub just slid off and what I found was a 3 piece pin, so indeed it was sheared. I will replace and it should then be just fine. Thanks so much for making me take the motor apart a little more. I was afraid that I might not be able to get things back together.
