johnson 60esl71c drive issue

Does anybody know if the prop should spin ( with motor off) on a 60esl7c?

The motor starts and runs fine now ( thanks for all your help ), but when on the water I can only open throttle to about ? power before it is like I am hitting stumps . The motor bucks like it will tear off the boat. As long as I keep it below about ? power ( really slow) it runs great.

I can run on muffs to WOT with no problem

Items I have already done:
checked compression (125, 123, 125)
rebuilt all 3 carbs
new plugs
new plug wires
new coil
checked and adjusted both sets of points
changed Type C Premium Blend Gearcase Lube ( no water in old oil)
had Prop checked ( to see if hub was bad) it?s ok


Any ideas what to check next??????

That gearcase(hydro-electric) defaults to forward gear. For it to shift to Neutral the engine needs to be rotating fast enough for the oil pump in the gearcase to build up enough oil pressuse to shift it to neutral.
The 'hitting stumps' is most likely a worn clutch dog in the gearcase. Didn't happen too often in the Hydro-electrics but after 41 yrs things can wear. It is possible an intermitent short in the shift control is sending power to one or both of the shift solinoids causing the motor to shift in and out of gear or from forward to reverse.
Running WOT on muffs. BAD, BAD, BAD.

Disconnect the green and blue wires going to the lower unit and try it. You will have fwd gr only, but see if it still jumps and get back to us. Do this in the water and not on muffs.
