I bought a 17 polar flats boat and I’ve been thinking the motor had a problem because it won’t get above almost 3000 rpm but now I’m wondering if the foam in the boat might be saturated. If so could the boat weighing more from that cause the motor to not get as high of rpm as it should

Could be a compression issue, ignition issue, fuel system issue, wrong prop, heavy boat issue, or a combination of two or more

Gone over everything on the motor and it is good. Gonna try to weigh it sometime this week. And think that is my problem

Put it on the trailer and go to a highway scale if you think it's waterlogged. But otherwise listen to jimmbo.

Sounds to me like you are running on two cylinders. have you pulled your plugs to have a look? Could be a bad power pack on one side or the other.
