Adjust the carburetor all you want to. It won't help. The adjustment knob is for idle mixture.
90% of 1/2 power is because it is running on 1/2 of the engine. In other words it is running on one cylinder. Check the compression, spark plugs, and ignition system.
The other 10% when it comes to a 9.5hp is inhaling smoke. If it runs correctly with the hood off, that's it. Also, a 9.5 won't run with the hood on in a barrel.
Follow F_R's advice. Probably points need adjustment or replaced.
Also Get a carb kit and do a thorough cleaning/rebuild. High speed orifice may be restricted.
