Johnson 9.9 remote shift cable install

New to me 1991 johnson 9.9
Hard time figuring out how to hook up the shift cable. Looks like the plastic cable end is too long? It stretches from the shift lever all the way to the bracket. I measured about 10 different cables I have and all of them are this way being the plastic end is about 4.5 inches long. What am I missing?

You are missing another bracket ---Item #20 and part #0123440.-----You have the correct bracket there on the cowling I believe.---------Post picture of cable clipped on the motor shift lever and fitting in that bracket.
