Johnson 94-714 dies

I have a 9.9 Johnson that seems to run great until you put the motor cover on then it dies. I believe its not getting enough air. If you lift the cover quick it starts running fine again. Is there a breather somewhere?

exhaust leak coming from lower unit. they do not like breathing exhaust.
