Johnson Evinrude shift cable

Is it common for the cable to stretch out of adjustment or am I missing something? My buddy brought his boat to me and its about an inch from going into either forward or reverse. I cant adjust anymore to get it to engage.

I doubt the cables can stretch.-----Any idea what motor you are working on ?----Did your buddy explain what happened ?----

I think I got it figured out. Someone put new cables on and had them all out of adjustment. Took me a minute but I think hes straight. I hope. Thanks
