Johnson fd19 water not pumping

hi again I just bought this 1965 Johnson 18 hp runs great. The guy said it wouldn’t pump water out of exhaust so he put new impeller and still won’t. So I took apart hoping he had it backwards or didn’t have the copper pipe in but it still won’t pump water. I did notice the shaft where the pin holds the impeller in was severely corroded and oblonged so I put new shaft in as well as different lower unit as he wore out a hole in the impeller housing. Any ideas what could be wrong? I blew out the inlet all the way thru thermostat housing too.

I don't think your water level is high enough. The pump sits just above the gear case. The top of the gear case can be seen from the side, but you know that as you had it apart. To be 6" ABOVE the pump I think your level should be at least at the top of the clam shell as shown in the pic of my 61 18hp
Try putting some more water in the bucket, the pumps are not self priming.
