Mike, thats what your choke is for, try leaving the choke on a little till it warms up, as it warms up you'll be able to tell by the sound of the motor when its warm. The idle should increase as it warms, then take the choke off. Youl' have to play around with it until you know what the right amount is.

Not sure what exactly your doing, are you trying to give it throttle while you're choking it? I think that by trying to speed up the warming process by giving it more throttle while its still cold your probably going to speed up an early demise for that motor

I'm not familiar with this particular model but several things come to mind in general terms.

It would be normal in cold weather to choke a bit more and for a bit longer until the engine has warmed up.

Are you sure the carb especially the slow running jet and associated passages are clean?

This model has an external slow running mixture adjustment? Yes? Does it help if this is set to a richer setting, at least while the motor is warming up.

Can you not increase the idle speed slightly, perhaps in conjunction with altering the mixtutre setting as above, or will that mean the idle is too fast when warm.

There should be a neutral 'lock-out' that does not allow you to increase the throttle (very much)while in Neutral, this prevents WOT when you're not in gear.

I could be wrong but you should have a nob on the right hand side of the motor (when you are facing the front of the motor) this is an idle speed adjustment knob that will allow you to make small adjustments to the idle. This may help with your problem.

Even in netural you should be able to increase the speed quite a bit with the throttle handle. Yes their is a idle speed knob on the port side of the motor but that sets the low idle speed so you can set where when turned all the way down will not die. As you turn the throttle handle toward the start position the motor should speed up a lot. I suspect that the throttle handle is froze up a pretty common problem. Let me see If I can find a link with lots of information. Well I did fine the link but did not find the part on the throttle lever. What happened to mine was I could not turn the handle at all. I took it appart and cleaned all the old grease out and relubbed. It was very hard to get apart but with lots of liquid wrench and oil finally got it to start moving. Then I was able to take it apart.

Good Luck

http://www.pugetsoundanglers.org/Fishing Info/Johnson 9.9_15.htm
