Johnson Model FD-20c over-reving, wont get to top speed.

Sorry if this has been answered before. If it has already been answered, please supply the link.

This motor starts fine. It goes along to about 25-50% speed. At that point, it seems to slip and then over-rev. I can usually throttle down and it catches again. The motor runs just fine at 25-50%, just alot slower speed. (and I feel like I may be damaging it.)

I've changed the oil in the lower unit. Cleaned out the prop casing and put it back together. Inside the prop, the little bar is lined up, and clear of debris. Nothing seems broken. I don't really know where to start. Is there something behind the little bar on the drive shaft that turns the prop that would make it "slip"?

Try a different Prop, for the reason mentioned by racer
Perhaps the engine is mounted too high on the Transom
