Just got done reading post about adding a pee hole, and i realized that i have a pee hole outlet and hose on my motor. It is a 1978 25hp Johnson. I always thought that the only water outlet on my motor was the 2 holes on back of leg housing. This pee hole i found has never sprayed water since i have had it. Is this a problem? Also what would make it not pee water? and should i re-route the hose over block?

disconnect hose at block, run some weed eater line thru it. critters love to make the hose there home. you can also start motor of a minute with the hose disconnected and make sure water is at the fitting.

Clean out that nipple like TD said, I think the same little spider nests mine up every winter. You didnt mention the water pump at all, when was the impeller last changed? You also may have a restriction in the water line that you may need to flush with compressed air or the garden hose. The grommet on top of the impeller housing is another trouble spot for water restriction, sometimes getting jammed askew or inside the housing.
