Johnson qd-23a possible rebuild w/ PICS

Last night I acquired a free 1962 Johnson qd-23a 10 hp engine and a aluminum boat which is in very good shape but the engine not so much. The engine seems to be siezed. I removed the lower part of the leg to see if it was that making it not turn but no-go, still seized. I pulled the plugs and put some penetrating oil in there and let it set overnight but still nothing. I thought i would then pull the head cover and take a look but that will not move either. I did manage to break all the head bolts off but one since they were so rusty (so that will be a fun time drilling and tapping). I was just wondering whether it was even worth trying to get this thing running since i have no money in it at all or just junk it. I have attached some pics to give you an idea. It seems to be an engine that has seen too much salt.With most of the head bolts broken already,it is ready for the dumpster.

Dont think it has seen any salt but it may be a lost cause

Don't put it in the dumpster. Sell it for parts. The tiller handle is worth $20 (if it is any good). The pistons and rods are valuable too--again, if they are any good, which may be unlikely since it is frozen.
