Johnson tilt and trim problem

I have a 1990 150 HP johnson motor. The lift cylinder was leaking so I took the tilt and trim unit off of the motor to replace the seals in the lift cylinder. I put everything back together and filled the unit with ATF. When I operate the unit I hear the motor running but it won't lift up. If I raise the motor up with the manual release open and rest the motor on the travel lock I then close the manual relief valve. Now when I operate the trim unit the trim cylinders will raise up. My question is since the unit was opened up my system for sure is full of air. What is the proper way to bleed the system? Do I leave the motor on the travel lock and remove the tilt cyliner rod end pin and keep running the unit and checking the oil until it works properly? Right now I am getting no movement on the tilt cylinder at all.

The unit is self bleeding. Don't be concerned about bleeding the unit. The reservoir must be filled with the engine in the extreme tilted up position. Double check for the proper fluid level.
