Johnson tilt and trim

my tilt and trim on my Johnson '95 50hp has been slugish. the shaft has a layer of thin oil when tilted all the way up. i suspect i am low on fluid. is there anything i canput on that shaft to seal or is it supposed to be oily?

No and no. If it's leaking you need to replace the seals.

on a scale from 1 to 10 - 1 being the easiest and 10 being the toughest , what is my degree of difficulty on this repair.
