Johnson130 Throttle plate synchro???

Quick question on the throttle plate synchro....On the throttle cam follower,is there supposed to be a clear plastic "hose" type sleeve over the factory looking black roller cam follower? Mine has one and it seems to be keeping my throttle blades open and out of sync, but when removed, it seems to idle okay and run better. My manual does not show a clear enough photo to indicate a sleeve over the cam follower. Thanks for any help guys!

cam follower roller $8-9.00, just put one on my 93 40hp.

Did you replace it due to a running problem? Like I said I took mine off and the engine ran better. Is it time to readjust something?
