Just acquired a 1988 Bomber boat with hard steering and hitch problems

Just had this boat willed to us. It's a 1988 bomber with a 150 Evinrude on the back. I drove it back in 2009 and I believe that was the last time in the water. The steering was super hard at that time. Ran good but steering was a bear then. I read I will probably need to replace the steering cables.??? will this solve this issue??

The other problem is the trailer will not go down onto the ball. We have the smallest ball 1 7/8. The hitch needs a smaller ball for the fork underneath the hitch to push up against it so you can push the lever down. We worked on this for 2 hours in the rain. The trailer housing seems to shallow for the standard 1 7/8 ball which is the smallest you can get to fit up inside it so you can push the lever down..

The brother-in law and I have both towed tons of trailer and never came across this issue. It seems like this requires a special ball for this Fiberking Classic 1970 trailer. That is what it says on the receipt. The boat is a 1988. Is this possible a 1970 year trailer was sold with the boat that requires a smaller ball that they made back then?????

The ball itself needs to be half as long from the top to where it starts tapering in for it to fit in this fixed trailer housing on the trailer. Any help would be great.. Thanks...
